It was probably a cooperative effort of :Los Angeles was involved. In the past Los Angeles, California has been by far the area of the greatest infection of young nursing babies with botulism infection from their mothers breast milk. They have tackled the problem in Los Angeles and won. There is no longer a water czarr in Guatemala. Water very recently has been turned over to a private agency(s) by president Colom. In the U.S. most water agencies are public. The next day or two following the attempted assassination attempt Guatemala counterfieters who had stolen blank plastic bank debit cards and gotten ahold of names and addresses and pin numbers unknown how began their work under the confusion being it was the safeist time for them and also concomitantly the Zetas were giving Guatemala a very bad time adding to manpower inability to apprehend at that time the counterfeiters. My Key Bank debit card was one card they created and cashed in the machines of Guatemala to the tune of $1,200.00. I had a sole Key Bank debit card which I retained in my possession and I was not in the time frame so Key Bank paid the $1,200.00. A case like this occurred over in the Glens Falls N.Y. area some years ago at a fair grounds where the water piping not correct permitted leaks from stagnant water with animal dung and urine content reproducing botulism bacteria. Heavy rains sent the stagnant infected water on the move and it seeped into the drinking water pipes causing a number of deaths and sickness from botulism poisoning. This was not low load botulism but high load and the more mature, not just small babies, died and got deathly sick. This can be avoided by running the water pipes a foot or two above ground. Always in a situation like this earthquakes rattle the water and sewer pipes fracturing them and botulism is a result. Botulism is simply botulism. It is the load of botulism bacteria that counts. Most people are not aware that all honey contains a very significant amount of botulism bacteria. It is not enough of a load per spoonfull to adversely affect adult humans but very young infants it frequently does infect with botulism when they are spoon fed large amounts of it which to a very young baby is a large load of botulism bacteria. Pasteurization does not destroy at pasteurization very low temperature any of the botulism bacteria. Nor does much hotter 100 degrees centigrade. Botulism is destroyed at 121 degrees centigrade. This 121 degrees celsius is the absolute needed degrees celsius to kill botulism bacteria which 100 degrees temperature of boil will not do anything about. In year 2010 more than 1,000 babies in Guatemala City because of earthquake fractured pipes not modern will die during the night of botulism and arrive dead at the hospital not even with that chance. It was the same in California two decades ago without modern water pipes. California because of its earthquakes has more botulism than all other 49 states combined. Although Pennsylvania which never replaces its pipes may give it some contention. Overall the United States no longer has appreciable botulism in it's tap water. Botulism can be passed equally through mothers breast milk from tap water she has been drinking of which boiling 100 degrees celsius has no appreciable killing effect on, or tap water added to formula. The steam you see coming out of vegetable and fruit canning factories with all the noise is pressure cooker water at 121 degrees celsius. In the United States when our water pipes were not that good the pressure cooker was household standard. The pressure cooker was once very popular. In the U.S. every family had one - which is not true for every family in Guatemala City as every family there can not afford one. But pressure cookers exploded with scalding water above the boiling point. And families in the U.S. got rid of their pressure cooker at the dump. That problem of exploding pressure cookers is no longer with these cookers purchased at reputable stores. Pressure cookers operate at 121 degrees celsius which is more than 20% above the temperature of boiling water. One principle reason for pressure cookers in the U.S. had been the destruction of the botulism bacteria spore in food and water. Botulism bacteria spores are not destroyed at 100 celcius the point of boiling water but botulism bacteria spores are destroyed at 121 celsius. But in the U.S. the underground piping was improved and food washed in better water with fewer botulism bacteria spores and to reiterate pressure cookers exploded. Botulism bacteria spores are everywhere and on everything. Honey has natural botulism. Too much of it can infect babies with botulism and can be passed as spores and toxins through mothers breast milk. It is false that botulism bacteria spores are too large to pass into mothers breast milk and botulism toxins. Infants are prone to "baby botulism". Botulism is generally not of a load (spores per milliliter) that bothers adults. Botulism in all studies infects significantly more breast feeding babies than it does formula babies. But quick home death of breast fed babies unable to reach a hospital is less of a problem than babies formula fed and mothers breast milk qualities protects babies from botulism to an older age at which their resistance is better to the botulism bacteria. This is the case in Guatemala City which is over an earthquake fault zone and constant earthquakes raise havoc fracturing under ground pipes. Formula is beyond the budget of many many Guatemala persons and near 100% of those with the money who can afford formula for their babies also use bottled drinking water for themselves. The city sits in an earthquake zone not many miles from the three active volcanos that surround Antigua, Guatemala third oldest city in the Americas and the old capitol removed to Guatemala City. This is the old and still by far best pasteurization process although more expensive and thus less profits to the dairy. And mothers breast milk reiterating can be pasteurized given this method the same. It is totally uncomplicated. Only simple instructions have to be followed with the long handled pan containing breast milk heated on the cooking stove with meat for dinner, temperature (150 degrees) read by dependable measurement instrument faithfully at constant temperature of 150 degreews for 30 minutes, and nursing infants remain healthy on their mothers breast milk. None get sick, none die. But remember that this process will not kill any botulism as that temperature is much too low and the temperature of boiling water is much too low. If there is botulism you need the cannery temperature much above boiling water temperature. Individuals read articles that pasteurization leaves some bacteria that are not too harmfull or are beneficial to humans but kills all harmfull bacteria. This is not true and I do not know why they do this as it interferes with responsible and adult learning about milk and reduces adults to low educational level. Not a single bacteria of any kind is 100% or 99.5 % killed on that level by boiling the milk as an extreme example at 212 degrees farenheight for 30 minutes. In pasteurization the raw milk is heated to 145 degrees farenheight so as not to destroy bacteria in the milk good for health in addition the calcium and protein. But all bacteria is reduced enough so that the babies natural immunity can handle it. All milk of mothers or cows does not contain the same level of bacteria. Where the drinking water is very clean the bacteria level will be low in both mothers and cows. Generally given clean drinking water pasteurization would not be necessary if hygenic dairy barns and equipment and community dairy plants are kept very sterile as the bacterial agents are introduced not through the milk in the udder if the cows drinking water is clean but by outside contamination after the milk leaves the udder. The disease burculosis (cow TB) causes lesions in some children and young teenagers and can cause death. Cows infect each other with berculosis TB the same as humans infect humans with TB. Pasteurization reduces the load of berculosis TB in cow milk significantly. And concomitantly herds of tubercular cows must be destroyed so they do not pass the disease to humans in meat not cooked throughly or in unpasteurized milk. In the United States today a tubercular cow is rare. Some people swear by raw unpasteurized milk as much of the bacteria in milk is good for human health and raw milk from very clean dairy heards is superior to peoples health than pasteurized. Pasteurization is thus a compromise. The only exaustive studies on raw milk versus pasteurized milk in terms of health come from Finland a great milk drinking nations where hundreds of thousands were studied. The result of that study showed no difference in life spans of those who drank raw milk versus pasteurized with big percentages of Finland people drinking one or the other. Homogenized milk was found to reduce life span and both raw milk and pasteurized milk can be homoginized. There is much on the reason for this which is not part of this page. Why people throw their life away and be sick most of their life so not to have to stir the cream in milk defies logic. But they do. To reiterate in the worlds greatest dairy land nation, Finland, raw milk drinkers and pasteurized milk drinkers had the same life span. The raw milk drinkers came from the nations more rural areas where there was much knowledge of what good dairy herds are and little contamination and the pasteurized milk drinkers came largely from the bigger cities with lesser knowlege of dairy herds and where there was more chance of milk contamination after it left the udder till the glass on the table. So in reality to this point there is nothing proven to the point of raw milk advocates (of which I am one having much milk in my corn flakes when young 15 minutes from the udder of a cow in addition to pasteurized milk of which much flooded my corn flakes bowl also. I know raw milk is better for my health versus pasteurized milk. But I can not prove it even with the hundreds of thousands studied in Finland. The study did not go into enough variables and the skewness related. Today raw milk and pasteurized milk remain on equal par in terms of long life span. This does not include ultra pasteurized milk pasteurized at great heat where nearly all bacteria are killed. So many that it can sit in a bowl on the table in the air in a warm room and not spoil for 20 days. It has very good nourishment in calcium and protein but not the good bacteria that guarantee the long life span of dairy countries. You can substitute some other foods on the table along with it to replace what ultra pasteurized milk has lost. That is not a problem. It is not bad for the health in this substitution sense. Homogenized milk is bad for the health. In the United States using the internet the individual will find there are many voluntary mothers breast milk banks. And these are considered important to mothers who must feed their babies on formula to prevent possibilities of low grade infection which affect the infants health. Mothers breast milk contains many healing bacterial qualities for babies. The babies get a little mothers breast milk each day. The mothers breast milk is pasteurized with the most superior process which is 145 degrees farenheit at 30 minutes duration. This process does not destroy most of the mothers breast milk bacterial healing properties or quality. The end product of these mothers pasteurized breast milk banks is a healthier baby. In the United States farm animal milk is seldom used to feed babies - perhaps some in the farm states or farmland - where the health of the heard is known the quality of the pasture the quality of the water. In many poorer nations rural areas farm herd animal milk is relied on frequently for babies. Infant goats and sheep survive well on human mothers milk nursing in many of the poorer nations. When I was in Antigua Guatemala when the war was still in full swing I remember the tap water as ice cold from a vocano lake and better than it is today. I know that Guatemala City wanted some of the Antigua water to mix in with theirs and some of the Guatemala City water could be mixed in with the Antigua water. It does not seem to be as cold or taste as good as during the war. Maybe it is my imagination from what I read in the Guatemala City newspapers about Guatemala City water. It is supposed to be the same Antigua volcano drinking water of the earlier years. In any case the Guatemala City warmer drinking water from its reservoir would be shunted around Guatemala city and the Guatemala city pipes and their problems to Antigua. I will have to find out the answer. I do not think it makes any difference if you drink tap water in Guatemala or a paper cup coke of which I believe tap water is used. The water rarely hurts adults.
